Draft Climate Change Plan – Call for Views

The Scottish Parliament’s Net Zero, Energy and Transport Committee has launched a Call for Views to inform scrutiny of the upcoming draft Climate Change Plan (CCP), which sets out how Scotland will reach net zero emissions by 2045. This is the first statutory draft CCP since the Climate Change Acts of 2019 and 2024, and it introduces new 5-year carbon budgets covering 2026–2040.

The Committee is seeking views on what policies and approaches should be included in the plan, particularly those supporting a just transition across sectors such as energy, transport, buildings, and agriculture. Individuals, community groups, experts, and organisations from all sectors are encouraged to respond.

You do not need to answer every question, and evidence-based input is welcomed.
