Draft Climate Change Plan Consultation

The Scottish Government has released its Draft Climate Change Plan for 2026–2040, setting out proposals to reduce emissions and accelerate Scotland’s transition to net zero. An online consultation is now open for people and organisations to share their views.

The draft plan outlines proposed action across key areas including housing, transport, energy, land use, and the circular economy. It emphasises delivering warmer homes, cleaner air and the creation of new green jobs. A core theme is a Just Transition, ensuring that changes to the economy and infrastructure are fair and that communities, workers and households are supported throughout the shift to net zero.

The plan will now move through parliamentary scrutiny and wider engagement. As part of this process, individuals, community groups and organisations are encouraged to contribute to the consultation and help shape the final version. Respondents can answer as many or as few questions as they wish, and all feedback will be considered.

Deadline

The consultation closes on Thursday 29 January 2026.
