Disclosure Scotland has published updated Regulated Roles Guidance for the Protecting Vulnerable Groups (PVG) Scheme, introducing important clarifications to help organisations assess whether a role is regulated.
A key change is the introduction of the term “necessary part of the role”, which replaces what was previously referred to as “normal duties”. This update is intended to provide greater clarity for groups and organisations when deciding whether PVG membership is required. The revised guidance also confirms that there is no minimum frequency or duration for an activity to be considered a necessary part of a role. An activity may be deemed necessary whether it takes place daily, occasionally, once or twice a year, or even on a single day.
In addition, Disclosure Scotland has updated its Regulated Role Checklists for:

Further updates have also been made to guidance specifically relating to health services, parent-run groups and sports organisations (all linked for your convenience).
Organisations are strongly encouraged to ensure they are always referring to the most up-to-date guidance available on the Disclosure Scotland website.
Important reminder
Please note that five-year PVG scheme membership will come into force on Wednesday 1st April 2026.
